Referees :)

Dear Friends,
another topic is about finding the proper number of referees.
In my opinion it is fair that the number of referees should be double of the number of the tables. This allows a proper work load for the Referee Team.
But from the first Tournament I organized I almost never had the proper number of referees and always had to ask for a dispensation from the SC.
Is there something we can try to do about this?
